Employment in September was up 0.4% from August.  The unemployment rate was  7.0%, unchanged from August.  Construction employment was up 0.5% from August while manufacturing employment increased 0.4% from a month earlier. In September, employment stood at 18.1 million, up 0.8%  from September 2015.  Full-time employment grew by 67,200 from August, while part-time employment increased by 23,000 from the previous month.  Full time employment was up by 50,200 from September 2015, while part-time employment increased by 88,500 over the same period. Municipalities issued $7.3 billion worth of building permits in August, up 10.4% from July but 2.2% lower than in August 2015. Five provinces reported an increase in permits over a year ago.  Manitoba  experienced the largest gain, (+47.4%) followed by New Brunswick (+33.2%).  The steepest annualized losses occurred in Newfoundland and Labrador (-49.2), Saskatchewan (-36.2%) and Alberta (-22.0%).  Quebec recorded a year-over-year increase of 18.4%, while Ontario experienced a 4.8% annualized loss.
