Employment in September increased by 12,100 from August.  The unemployment rate was  7.1%, up from 7.0% in August.  Construction employment was up 0.5% from August and manufacturing employment was unchanged from a month earlier. Municipalities issued $7.5 billion worth of building permits in August, down 3.7% from July but 15.1% higher than in August 2014.       Five provinces reported an increase in permits over a year ago.  Ontario recorded a 56.3% year-over-year gain while British Columbia  posted a 35.5% increase.  The largest annualized losses occurred in Newfoundland and Labrador (-57.0%) and Alberta (-21.9%).  Quebec reported a 5.2% loss. Retail sales in July were $43.3 billion, up 0.5% from June and an increase of 1.8% from July 2014.  Excluding sales by motor vehicle and parts dealers and by gasoline stations, retail sales were up by 3.0-% from July 2014. Wholesalers sold $55.4 billion worth of goods and services in July, unchanged from June and 4.2% higher than in July 2014.  Excluding the automotive sector, wholesale sales were up 3.7% from July 2014.       In terms of volume, wholesale sales were down 0.4% in July from June. Annualized wholesale sales grew in nine provinces.  Prince Edward Island (+9.3%)  led the way, followed by Ontario (+8.2%) and Newfoundland and Labrador (+6.4%).  Quebec’s wholesale sales were up 2.7% from July 2014.  Alberta (-6.8%) was the only province to experience a loss. The Consumer Price Index rose by 1.3% in August compared with August 2014, unchanged from July’s rate of annualized increase.      The CPI in August for goods was up 0.7% from a year earlier while the CPI for services rose 1.8%. Gasoline prices decreased 12.6% from August 2014, after falling 12.2% in July.  Overall, energy prices fell 7.2% between August 2014 and August 2015, following a 7.4%  annualized rate of decrease in July.  Excluding energy, the annualized Consumer Price Index rose 2.0% in August, down from 2.2% in July.
